The Kazan 2013 Executive Directorate launched the Sponsorship and Licensing Programme on July 15, 2010. It is expected that 15 sponsors of different tiers and categories will be selected. Apart from the official status partners will be awarded rights of different degree to use the University Games logo, to place arena signages and to participate in advertising campaigns.

On March 26, 2010 an agreement was signed between the Kazan 2013 Organising Committee, the Kazan 2013 Executive Directorate and MegaFon. Within the framework of the agreement the company obtained the following statuses – General Partner and Official Mobile Operator for the 2013 Summer Universiade in Kazan. According to Deputy Director General of MegaFon Tigran Pogosyan, guests and participants of the 2013 World University Summer Games will enjoy high innovation technologies in communication.
